Rehabilitation of the Digesters at the City’s Wastewater Treatment Plant

The City of Pembroke has issued a tender for the Rehabilitation of the Digesters at the City’s Wastewater Treatment Plant, Tender Contract No. 27974.

Hard copy sealed tenders, plainly marked as to its contents, will be received by Ms. Diane Schofield, Deputy Treasurer, City of Pembroke, Operations Department, 460 River Road, Pembroke, ON, K8A 1A1 until 2:00:59 p.m., Local Time, Wednesday, June 19, 2019.

Tenders will be opened in public immediately following closing time. Language of tender submission is English.

General Work Description: To provide all labour, equipment, and material necessary to complete the rehabilitation of the plant’s three digesters including emptying and disposing of digester contents, cleaning the digesters, internal inspection and gas proofing of at least one digester. The project also includes addressing various condition related items consisting in part, of a new digester and control building roof, new gas extraction arm, and the implementation of three new inline sludge grinders. The project will be executed in a phased approach with one digester rehabilitated annually over the next three years.

Anticipated construction start date is July 22, 2019, with a completion date on or about December 15, 2021.

Complete tender documents, in a standard paper version, may be couriered from J.L. Richards and Associates Ottawa, Ontario, on payment of a non-refundable cost of $150.00 per set. Cheques should be made payable to J.L. Richards and Associates.

All questions relating to this tender request will be received in writing up to and no later than 4:00 pm local time on Wednesday, June 12, 2019.

The successful bidder will be required to file with the owner the specified bonds and insurance within ten (10) business days of being awarded the contract.

The procurement of goods and services specified in the tender documents is subject to the provision of the Canada Free Trade Agreement (CFTA) and the Ontario-Quebec Trade and Cooperation Agreement (OQTCA).

The City reserves the right to accept or reject any or all tenders. The lowest or any tender will not necessarily be accepted.
